Issue: Actors will checkout when Launch Session button is pressed, even though nothing has been changed.
To Repro: Press Launch Session button.
Evidence:
Just confirmed it is not a dirty asset issue that we on the non-Epic side can address. Assets were deleted, saved, and submitted, but once new assets were placed individually and rebuilt the issue returned and is persistent and we cannot launch sessions unless we retry 9000 times and get lucky.
