Noobie question on how to achieve lightstream effect

Hi All. I’m rather new to Unreal, having only been working through tutorials for the last few months, mostly around landscapes and environment building, and such, and such I still have a lot to learn.

I am looking to create a night scene which contains animated light-streams similar to the ones used here by photographer James Joel Devlin. Now these of course are time-lapsed but would need to be animated in some capacity in Unreal (my head is thinking of the pulsing lights in Tilt Brush). What is the best way to achieve this? I guess some sort of particle effect? Or is a material the best way to go? Just looking for thoughts on what would be the most fruitful direction or appraoch.
