You cannot hear player footsteps, the audios of footsteps of players around you are completely silent.

Run around and listen to others run around, there is 0 audio for footsteps.

Expected Result

You should hear player footsteps.

This was fixed in a patch.

FORT-1025679 is ‘Closed’ as ‘Fixed’. The issue will be addressed in 39.11.
