Summary
When triggering a Niagara effect (or multiple) inside sequencer, either using trigger or activate keyframes, the effects are very inconsistent, often spawning half way through the effect, delayed, or not spawning at all. Only a month ago was it working fine. This happens inside the editor and in game, across multiple maps.

Steps to Reproduce
Create a niagara effect (pre-made fountain effect for example), place multiple in the world close to each other. Add to a cinematic sequencer. Add a trigger keyframe to all of the niagara effects at the same time. Play the sequencer.
Expected Result
The effects should be triggered on the trigger keyframe, no lag or delay. Effect should be shown for the whole duration set inside the niagara effect.
Observed Result
When sequencer is played, the effects will likely be inconsistent, delayed or not spawn in at all. Often will work on some attempts, whilst other attempts will have this result.

Additional Notes
Whilst this may appear as an issue caused by bounds set inside niagara, these effects I use have not been changed since v40.00, in which they were spawning perfectly fine. This does not apply to just a fountain effect, many firework effects i have made also have this issue.
