Need a fix for not being able to open menus with right click and dropdown boxes

I have a Gigabyte GTX Auros 1080 Ti (Updated to the latest drivers)
Windows 10 Pro 10.0.16299 Build 16299
BIOS Version/Date: American Megatrends Inc. 0802, 6/09/2017
x64-Based
i9-7900X CPU
64Gb RAM (Total Physical Memory: 63.7Gb , Available Physical Memory: 58.5Gb)
Page File Space: 16Gb

i cannot get any menus to show up, including right click menus and ANY drop down menus including the Edit, Windows, File drop down menus at the top left hand corner of the editor.

I read on a forum that by adding -D3D12 to my shortcut Target that this eliminates the not showing menus issue but it is still not fixing the issue
