Navigation fails unless character is some 20 points above the ground

I have created a character and want to move it to a new location.
Unless I have the character above the floor by a certain amount the navigation reports a failure.
When the character is far enough above the ground to move it falls to the ground and moves off.

What do I need to change so the character’s feet appear on the ground and its able to move?

I seem to be missing a relationship between the capsule size, the mesh position in the viewport and their relationship to NavMesh.

Its not a problem with casual being too large, have a much larger mesh that moves (but still have the problem above)
