Navigation does not build properly.

I have a Static mesh for navigation, Navi Modifier Volume, Navi Mesh Bound Volume.
Collision of Mesh is set to Block all and Complex.
Of course, I didn’t forget to press P or set the navigation to visible.
I’ve checked the viewport over and over again that my mesh, collisions, and volumes are all showing correctly.

Most importantly, it has already worked properly before.
But at some point, navigation is not built properly.

I’ve tried delete recast, or also set new NaviMeshBound.
However, it is still not built properly.

When If press the Nav build, it’s normal to complete the build after a while.
But on the level where this anomaly occurs, as soon as I press nav build, the popup says it’s done.
Of course, it’s not built properly, so there’s no navigation.

I don’t know why this is happening, and find a solution for this problem.
