Multiple sky lights are active error, but only one sky light exists

Getting the same error with SkyAtmosphere. I have many sub-levels, each with their own lighting. Is it complaining about lights in other levels?

Can someone explain why I’m getting this error?

This is madness. I removed all sub levels except for one and it works. But if I add another level, I get the error. Please tell me this is a bug. I should be able to set up different lighting in each level. I really hope I’m missing something here.

Can someone explain to me how to do lighting so that each level has its own lights (this includes sky light, SkyAtmosphere, directional lights, etc.). IOW, each level is completely independent from all other sub levels.

I was hoping I could just create sub levels and just create each one independently, but the editor won’t let me. I tried putting the lights in their own Lighting Scenario, but that doesn’t work either. I get the same errors.

Why is something so simple so difficult to do? I just want multiple unrelated levels. That’s it. You load one. When you’re done, you unload it and load the next one. That’s it. But I need the main UI stuff to stay in memory. Why is this seemingly impossible?
