Moving Objects Leave Behind A Trail In Shadows

This issue only happens inside of a shaded area. When either myself or an asset move inside of a shaded area, they leave behind a trail. It looks almost like when an image gets burnt into a computer screen. It does not happen to anything if there is a direct light source on it, only in areas with indirect light. Turning off Lumen does not resolve the issue, but it does lessen it slightly. I have also removed the post process volume from this level and the issue persists. My assumption is it is an issue with something in project settings but I don’t know what. Has anyone encountered this issue or know how to fix it?

So I tried setting Shadow Slope Bias and Specular Scale on my directional light to 0 and that actually helped a lot, but did not fix it entirely. I still get some weird movement on shaded objects, almost like there is a moving noise texture over it. Not sure if this gives anyone any other necessary info.
