Movement Modulator breaks the whole game when activating for inactive fort_character

Summary

If activating a Movement Modulator Device from verse to a not active fort_character, it breakes all other devices for all the players (Only verse code keeps running)

Steps to Reproduce

1- Load a Movement Modulator into verse device
2- Eliminate a player
3- Activate the modulator for the eliminated player (May need to wait few ms)

Expected Result

When activating a device action for an inactive fort_character, just don’t do anything. (Check IsActive in the device itself)

Observed Result

If checking fort_character.IsActive before activating the modulator it solves the problem
