Model reconstruction based on the laser scanner cloud

Hi everyone,
I was wondering if in reality capture it is possible to merge a point cloud obtained from a laser scanner with a point cloud obtained from a drone, carrying out the reconstruction without the position of the points of the laser scanner cloud being modified. If I hadn’t explained myself well, what I would like is for the drone cloud to align with the laser scanner cloud and not vice versa, keeping the laser scanner cloud fixed.

This is used to have completeness of the data, for example with the laser scanner you can detect the lower part of a house and with the drone you can detect the roof.
The laser scanner position data are already oriented correctly because they have already been processed. Sorry for the question, I know that this can be done with other programs.
