As seen in the video, having a mesh (made with modeling mode) be cut with polygon cut tool creates a gray circle instead of cutting the plane.
I haven’t used the modelling tools a ton personally, but it looks like that “polycut” tool separates that surface into separate polygons, but doesn’t remove any of the surface. If you then use the “PolyEd” tool in the PolyModel section to select the new polygon that was created, the delete key will remove it, if desired.

It works properly if it’s a rectangle though (it removes the center geometry). This looks like unintended behavior. Center geometry doesn’t exist or can be selected IIRC.
