Summary
There appears to be a matchmaking issue affecting the Middle East servers. When selecting the Middle East region and joining any public Creative map, players are often placed into nearly empty lobbies with only 1–3 players. The lobby does not continue filling even after waiting, and no additional players join after someone leaves.
I tested this issue across multiple public Creative maps, and the behavior is consistent.
When switching the matchmaking region to Europe and joining the exact same maps, matchmaking works correctly. Lobbies quickly fill to around 15–16 players (the map’s maximum capacity), and new players continue joining whenever someone leaves.

Steps to Reproduce
Set the matchmaking region to Middle East.
Join any public Creative map.
Observe that the lobby contains only 1–3 players and does not fill with additional players.
Change the matchmaking region to Europe.
Join the same public Creative map.
Observe that the lobby fills to approximately 15–16 players, and new players continue joining as others leave.
Expected Result
Public Creative maps on the Middle East servers should fill with players normally, just like on other regions, until the map reaches its player limit.
Observed Result
On the Middle East servers, public Creative lobbies remain nearly empty (typically 1–3 players), and matchmaking does not continue filling the lobby. The same maps work normally on Europe, where lobbies fill close to the maximum player capacity.
