Summary

After this update, the memory would fluctuate instead of staying the same all the time, even with world streaming off, and its hard to figure out and optimize when we don’t know how much each actor or assets adds memory-wise.

Steps to Reproduce

Add 5 guard spawners, change their cosmetic in a couple, the cut and paste them into place

Expected Result

memory to always be the same when pasted

Observed Result

memory has now a precision range of around 30-40
