Material Parallax Effect? (Such as window interiors)

I am trying to figure out how to achieve a simple parallax for a material that gives a sense of some depth as a camera passes by (horizontal axis only is preferred). This is an old technique used on window interior textures.

I think it’s using a bump offset, but I’m not sure how to set it up.

Eventually my plan is to take an image, and using a grey-scale ‘mask’ set up multi-plane parallax effects that give the impression of depths at different distances.

That effect is actually in the Infiltrator demo buildings, take a look at the setup in that.
