Summary
My recently completed island supports a minimum of 3 players and a maximum of 12 players.
However, even when 2 or 3 players joined, they did not seem to be matched into the same session. Instead, they appeared to be placed into separate sessions. Whenever I saw that there were players on the island, I also tried matchmaking myself, but in most cases I was matched alone.
Today, I even spent around $80 on a campaign to promote the island and bring in players. Despite having more than 20 players active, I was only able to confirm a session with 3 matched players about three times.
This is not just an issue for my island. Many islands support multiplayer, and Fortnite itself is a multiplayer-based live service. How is it acceptable that an issue like this has not been fixed quickly?
What is especially frustrating is that my advertising budget was effectively wasted due to a system-level issue. I also do not seem to be the first person reporting this bug. From what I found, there was already a similar issue reported back in March of this year, but it still appears to be unresolved.
Please investigate this as soon as possible.

Expected Result
If an existing session has not yet reached the maximum player capacity, players should be matched into that session first. If this is difficult to apply as a global rule, it should at least be available as an option in the island settings.
Observed Result
Matchmaking creates a new session and assigns players to it, even though there are already existing sessions that have not reached their maximum player capacity.
