Matching first person headbob animations match with footsteps

Basically when the head bobs down, I want to play a footstep.
Anyone have any ideas on how to do this? I don’t have a skeletal mesh to base the steps off of and I don’t want to animate the camera by hand because i’m not an animator.
Basically everyone says use Camera Shakes but those don’t seem to give me any ways to play footsteps at the appropriate time.
