Sorry for the “commercials” but did you have a look at the AIs in my Topdown Toolkit? They are still quite basic, but work through PawnSensingComponent or custom tracing and have melee and ranged skills. Also they can roam around, have hearing (and can be blind) and a (very basic) faction system and a basic decay of aggro (when the enemy no longer sees/hears the player).
Just have a look at the web demo in my signature, every of the AI is demoed in there.
