The Visual Effect Powerup device has countless issues (always had) such as not applying, applying incorrect colors, not clearing correctly, Outline / Glow behaving differently.
It would be nice to see this device fixed as it’s important for team based games, it’d be nice to incorporate it’s functionality into a Team Device setting that defaults players glows / outlines to a specific color based on the team they’re on
