Lumen reflections darker and nosier

I have an interior scene that is lit by a directional light and a skylight. Regardless of how intense these are set, the Lumen reflections look splotchy and low resolution. It seems not related to reflection quality (or if hardware ray tracing is used or not) but rather that the Lumen Scene looks like that to begin with. I have to place a very strong rect light in front of the walls to actually clear the splotchy lighting. How can the quality of the Lumen Scene be improved? I’ve tried the quality settings in the post-process volume and also a few other console commands without any success.
