Lumen is giving "echos" or blur from previous frames when rendering from Movie Render Queue

I’m rendering a small scene from Sequencer using Movie Render Queue, and getting these strange banding lines/blur/echoes/artifacts across frames:

I really need to get rid of these artifacts as they look blurry and wrong in the final render. I’m guessing there is some issue with Lumen collecting light data from previous frames and including it in the current frame, but I can’t work out how to get round this.

At the moment I have Lumen turned on in PostProcessVolume and Project Settings for both Global Illumination and Reflections. If I switch Lumen off, I don’t get the issue, but the lighting doesn’t look as good.

I also thought the issue might be due to TemporalAA, and I researched this online but I haven’t fixed the problem. Here are some of the console commands I’ve been playing around with (so far without success) and my current Anti-Aliasing settings:

I’m really hoping someone knows what this is and can tell me what settings I need to change to avoid this. It’s quite urgent as I need to get my final render in by the end of the week!

I’ve got a big improvement by setting the following in the MRQ Render Settings:

Anti-Aliasing:
Spatial Sample Count: 2
Temporal Sample Count: 16
Override Anti Aliasing: [ticked]
Anti Aliasing Method: None

Console Variables:
r.MotionBlurQuality: 4
r.MotionBlurSeparable: 1

The following video was a big help: https://www.youtube.com/watch?v=ZuI3BdlUgfw

However, I still seem to have a slight flickering of light in the hair, and I’m still getting some very faint ghosting that looks like it’s just 1 frame (or possibly due to using 2 spatial samples?) that looks like a slight glow following the arm.

I’d appreciate any other opinions on exactly what is causing the above effect and what I can try to get rid of the slight light flickering in the hair.

this worked perfectly, thank you for sharing this tip. the added time to render time feels like an eternity but it does look 1000 times better.
