Low Quality Textures after packing

While in the unreal editor and simulation, the textures are perfect and i made r.streaming.pool size 3500 to have a better pool size. In the scalabality the texture is Epic. However, after packaging the game, all textures became like that the streaming pool size equals to 500 or less What should i do to package the game with textures as seen in the viewport of the unreal

Disable Texture streamming from project settings
