When I record ue4 the recording is a really low fps, but the gameplay is fine and works as intended. Anyone know a fix?

How many fps are you getting during the gameplay?
I use OBS without problems with UE 4.27.2, try keeping the task manager opened in the performance tab to see which component of your pc is causing the bottleneck

The Performance is fine, it’s very weird

This could be a problem with the OBS recording settings, are you recording a window or the entire screen?
Can I see your Output settings?
Which encoder are you using?

Unfortunately I can’t read your language, but it looks like the Encoder option is missing, maybe your GPU is not detected for some reason.
Try installing the most recent GPU drivers and see if nothing changes

The Settings are in the same order as the screenshot that the other guy provided. There’s an encoder and really nothing wrong with the settings, because it works fine with everything else.
It’s always me 
If you look at your screenshot in the “Recording” panel the encoder field is missing (under the recording format)
Try changing the recording quality to see if anything changes in terms of smoothness
