I had the same problem for ages. It was a WMI issue from hardware updates. I tried a bunch of stuff, but eventually Tutorial: How To Fix WMI Corruption | Katy's Code
helped me out.

  1. Windows+X => Command Promt(Admin)
  2. cd \windows\system32\wbem
  3. mofcomp cimwin32.mof
