Light Function Material Broken 4.19

In 4.19 I’ve added a light function material to a spotlight and in PIE without a light build it projects the image from a render target/scene capture 2d

When I build lighting the projected image no longer is projected from the spotlight.

Any suggestions?

I tried this in 4.19 Light Functions | Unreal Engine Documentation and the flicker works in PIE but as soon as you build lighting it stops working/flickering.

unbuilt lights are basically dynamic lights until you build lighting. static lights do not support light functions, have you got it set to movable or stationary?
