It looks like you have your shadow bias set to 0 or a shadow related setting on the light to cause shadow banding. I would check this resource for help. A new, community-hosted Unreal Engine Wiki - Announcements - Epic Developer Community Forums
If you don’t want to bake lighting I would use only movable lights or set your project up so static lighting is disabled.
You can do this for the entire project or just the map.
For the project look for this setting and disable it.
For just the map look for this setting in world settings
