I make digital artworks which I sell as Royalty Free stock images - would this be allowed using the free Creators licence?

Yes, you can sell non-interactive artwork that you have created using UE4 under the creators EULA.

You may Distribute any product made
using the Licensed Technology without
restriction, so long as that product
does not include any Engine Code
(including as modified by you under
the Engine License) and does not
require any Engine Code (including as
modified by you under the Engine
License) to run.
