Launch engine error (need to wait for it to work)

This has plagued me for years so I’m finally asking the question. If I start the computer and try to launch an engine (doesn’t matter which) I get this error:

Despite what the error says, the solution seems to be to wait… and wait… and eventually (maybe 2 hours pass) and it works. But it’s extremely inconvenient to wait if I want to start a fresh project. Has anyone else noticed this?

I had this once. I just clicked the ‘Launch’ button again and it went away.

Starting without using the Launcher was always fine, just double click the project file.

Also, you could try engine verify.
