Lag in 1.0 Creative Maps?

I recently published a City Map. Most of the areas are under 40-60k memory, and the biggest part of town being roughly 80k memory. I had set the players to 32/32 but after 24 players, the game gets extremely laggy and everyone hits spikes. Is this normal? I’ve been in large city maps that have tons of devices, cars, props and they do not lag one bit. I can’t figure it out.
