ITEOTA TEASER as a post process effect in UE4

I’ve been trying to think about ways to make this kind of post process effect in UE4. I’ve been experimenting with Depth and Color as the input nodes, but I’m not sure how to generate such small circles in and about shapes.

Reminds me of the holograms from The Division–I’m not sure how they did it but it looks as if each point is a single particle and they can distort pretty well.

It’s a lot of mixed Houdini FX techniques, not UE ones. =)
