Issue with light artifacts - blocks help!

Ok, so I have this strange issue with my demo test. As you will see in the video, lighting shows some strange artifacting, lots of blocking and as I turn around either in VR or in first person, it will change. (some of the artifacting will go away and others will come back)

The thing is, this only happens on my machine with the Nvidia 4090. My 3090 (which is my editing machine) shows fine not only in the editor, but after it is packaged. The lighting is perfect, no blocking.

The lighting system is full Luman, no baked lighting, and nanite.

I will start off saying that my rtx4090 is fine, I have ran it under multiple stress tests, every game I play runs perfect for hours. The card/cpu/system runs very cool.

I know the scene isn’t the greatest since it is raining/dark etc, but this will do this in full daylight no weather effects. It starts to look really terrible, (hence me trying to cover it up with weather)

Things I have tried:
raytracing on and off both hardware/software
Ruled out VR as it does this in first person
This also rules out streaming VR Desktop

I would appreciate any input, as I did do quite a bit of searching but couldn’t find anything viable.
