Island Publishing - Island Creator Signup Required?

I was attempting to publicly publish an Island when I was met with an Error that directed me to the Island Creator rules.

I then started to look around the documentation and forums for a concrete answer but I was unable to find something concrete (though I’m sure it has to exist somewhere). But I was left wondering

MUST I or the admin of my team be enrolled in the ‘Island Creator’ program in order to publicly publish an Island through the ‘Creator Portal’ of an Island made through UEFN? We are NOT looking to monetize, simply create a fun game to play and share.

I found only one official answer, very brief, but stating that, yes, you need to be Island Creator to be able to publish.
