Is the use of online beacons stateful or could be stateful? Why or why not?

Hi, long ago I purchased a coded project (MMO Kit) that used a separate executable file for dealing with guilds and chat. Recently I inquired about the new MMO Kit for UE5+ and if it used online beacons for guilds and chat instead of using a separate executable. The response I received said that “persistent servers needs to be stateful, therefore unsure if a separate executable could be avoided.”

I am having trouble understanding what about online beacons is NOT stateful that I could not create a chat and guild system using online beacons.

Can someone please explain it to me? Or is it in fact stateful or could be stateful if programmed correctly and he doesn’t realize it?
