Is skeletal controls still being used or is it something else now?

I would like to find a tutorial that covers what is going on in the below youtube video, I like to see how skeletal controls is setup so that the joints are controlled by a gamepad… Or is there a new way of doing this?

I have an asset in the works that I would like to gauge interest in and your feedback would be greatly appreciated.
