Is a vr headset needed 100% of the time to make a level in ue4? Or would having access to one once a week be enough?

If you’re doing programming, I would say you should have your own. If you’re just doing art / level design it’s not as important. You can simply have a regular first person controller and use that instead of your VR controller to navigate around… but not great. Especially because you won’t be as aware of for instance, VR locomotion mechanics.
Regardless, having a headset even for just art will help a lot. You can see how the game looks in actual VR and figure out what needs to be optimized or can be optimized (through LOD, texture res etc) as well as getting perhaps a better sense of scale than you would otherwise.
