That’s very common in fighting games, you can do that with the Cascade particle system in UE4, it can create ribbon effects like that.
Sorry I meant, not a flat card or ribbon, but something that reflects light, has apparent volume, dynamically follows an animation and can expand or move with inertia, and potentially can deform with interaction with other objects. I’ve been thinking it would be like the way the river-splines that people make work.
You’d do it the same way, you’d just need to set up a material for it that has stuff like reflections and normal maps. You should be able to have it be able to collide with other objects still.
