"Include in HLOD" not working for foliage

When turning “Include in HLOD” off for foliage, the foliage still gets included in the HLOD when built

1: Place foliage or trees that use masked shading
2: turn off include in HLOD in foliage settings
3: Build HLODS

Expected Result

Foliage is not included in HLOD

Observed Result

Foliage is included and looks bad because now is opaque shading model
