Imported textures forced to lower resolution — non-zero Combined LOD Bias applied despite asset LOD Bias set to 0

Summary

Imported textures are displayed at a much lower resolution
than imported. A non-zero Combined LOD Bias is applied even
though the asset LOD Bias is 0 and no Maximum Texture Size
is set. Started after the update released this morning.

Steps to Reproduce

  1. Import any texture into a UEFN project (tested at 4096,
    2048 and 1024).
  2. Leave LOD Bias at 0, Maximum Texture Size at 0,
    Downscale at 0.
  3. Open the texture asset and check the info panel.
  4. Compare the “Imported” value with the “Displayed” and
    “Max In-Game” values, and check “Combined LOD Bias”.

Expected Result

Combined LOD Bias should be 0 when the asset LOD Bias is 0
and no Maximum Texture Size is set. Displayed resolution
should match the imported resolution.

Observed Result

Combined LOD Bias is non-zero on every texture.

Example 1
Imported: 2048x2048 / Displayed: 1024x1024 / Max In-Game:
1024x1024 / Texture Group: Character / Combined LOD Bias: 1

Example 2 (another creator, separate project)
Imported: 2048x1024 / Displayed: 128x64 / Max In-Game:
128x64 / Texture Group: Skybox / Combined LOD Bias: 4

Changing the Texture Group does not remove it. Reimporting
at different resolutions does not change the result. Skybox
textures are the most visibly affected and appear extremely
blurry in game.

I think it started after the update released this morning but not sure. Reported on
Discord and asked to post here for escalation.

The status of FORT-1135884 changed to ‘Needs Triage’. We are routing this to the appropriate team for investigation.
