I had this issue as well, I was able to get my map updated after trying again. I don’t like how it groups the thumbnail and question answers together as one error message, which one is it? lol.
In my case I changed the thumbnail very slightly, and answered 1 question differently (Under the violence section I switched it from Often from a distance to Often up close). Map was approved after this however it bumped my rating from 13+ to 16+ in Russia, No more Russian players for my map
