I am making a cinematic vedio using UDK4
build a terrain, set the camera, and I have done.
finally, I’d render cinematic animation to matinee in recording tab.
but the quallity is normal(not hightest)
I want to get the highest(epic) quallity video.
how can I get it?

Use the “movie” button to record your video + change the resolution to something that you want (e.g 4k) + a fps rate of 25-30 + render it as images and not as a video file -> after that import the images into a video tool and render it 
Also for video recording options in Matinee (where you can choose resolution/FPS/format) you can check the option to disable texture streaming, which will prevent textures from popping in
