If you had looked you would have seen there is already a post announcing a free community version VS2013. Very next post after this one actually (Visual Studio 2013 for free! - C++ Gameplay Programming - Unreal Engine Forums and that might solve your problem.
Microsoft recently released Visual Studio Community, which comes with an immensely improved Intellisense as compared to the Express’ version.
Its totally free as long as you meet either of these two requirements:
An unlimited number of users within an organization can use Visual Studio Community for the following scenarios: in a classroom learning environment, for academic research, or for contributing to open source projects.
For all other usage scenarios: In non-enterprise organizations, up to 5 users can use Visual Studio Community. In enterprise organizations (meaning those with >250 PCs or > $1MM in annual revenue), no use is permitted beyond the open source, academic research, and classroom learning environment scenarios described above.

I recommend new Visual Studio Community edition + Visual Assist (VAX) plugin.
It works so good now I can’t even complain!
I agree, this is a great combination and I am really enjoying using it, but if I’m not mistaken Visual Assist is a trial plugin and so I’m guessing it will stop working after 30 days (anyone?). I wouldn’t have minded paying a small fee for it, but the asking price is rather high - especially when it only provides one year of upgrades, and when Visual Studio itself is free.
The VAX trial is indeed for 30 days, long enough to realize that the asking price is pretty reasonable, especially now that you don’t have to pay for VS itself
