What worked for: I ran SetupAndroid.bat, then UpdateLinker.bat from Engine/Extras/Android.

Deleting the intermediate folder worked for me in 4.24 and 4.26

Currently experiencing this with Android 4.27

Solved it, I added proper documentation to my NDK file location

Example c:\Users\username\AppData\Local\Android\Sdk\Ndk\21.123456
