I can't find the engine scalability settings anywhere so can someone help?

Hit that gear icon at the top, and there you’ll see Engine Scalability Settings listed on the menu

Also are the engine scalibility settings how you turn down the graphics to reduce the lag or is that something else?

This is 5.6 right? Apparently it’s now under that speedometer icon right next to our gear icon, and under the Viewport Scalability sub-menu.
