How would I recreate Elite Dangerous' speed lines?

Hi everyone! I’m trying to make my very own space-sim game in Unreal Engine 4 and I just don’t know how to produce the speed lines (“space dust thingies”) in the Engine. I don’t really know the engine well (and have no money to spend on the marketplace), so can anyone point me in the right direction so I can un-stuck myself?

This is a neat effect but not the one I’m looking for : it needs to show speed AND direction! Or there’s a way to “rotate” the effect as if it’s from another direction? Mmhh…
