How to set waht materials recived Decals?

This game was made in unreal i think:


Here we can see that some meshes recieve decals, and others dont

I know there is a option to not recieve decals
But follow me,the road doesnt receive the car decals but still recieves the tire marks decals:

How did they made this work?

In my game if i had decals to the car it get projected to the road:

I could set the road no recieve decals, but there are some decals that i want it to work like blood and tire marks

How can i make this work?

One way to achieve this is with the custom Decal Response pipeline. This lets the receiving material decide how to draw the decal instead of the decal material.
You can also mitigate it by sizing your decals appropriately. If your decal wasn’t so tall, it wouldn’t be able to reach the ground.
