How to place foliage on sloped landscape

I am unable to paint foliage on areas of a landscape with an intense slope.

The brush will go from painting full density to nothing once it reaches a slope.

Is this because there are fewer vertices available as the landscape stretches up a slope? Is there a workaround?

You just need to change the maximum foliage slope angle:
