You can find the answer in this thread. However, what you are describing is probably better achieved by adjusting normals/roughness/specular of the eyeball material, where tear is supposed to be. Might be an overkill to devote a separate object for that.
I used the spiral blur node on a separate mesh for exactly what you wanna achieve jazvec, and it works nicely.

I can’t use forward shading as I need SSS on the skin… how do you get the Spiral Blur to work without forward rendering?
