If you’re a beginner, there is no simple answer to that, I’m afraid.
It’s not a simple material. You would have to render the frames in another application, import them, and make a flip book in Unreal.
Or, you could use a tool, like
You ‘could’ do something close, by just having a picture of an ink blot, and gradually revealing it, but it wouldn’t look the same.

As @ClockworkOcean said using an inkblot image, but then a circular mask with edge feather that grows over a duration could do this maybe? kinda an inbetween of a full on animation and the just fading in.
You could get clever and have a rather non uniform mask like a weird puddle shape. then each time you use the effect you could change the rotation of the mask at the start. makes for a little more randomnesss to the reveal?
