How to grow local post-processing volume in the scene?Only part of the scene is affected?

It seems that a local post-processing volume is added to the arrow point. It only affects the objects in the area, and I watch the video. It can be placed in any corner of the scene. What’s the function? I’ve never seen that the parameter modification panel of this function is like the parameter modification panel in the post-processing volume of UE4. How is this done?
