how to get rid of broken lighting issue

I am trying to run through a basic project to get simple functionality figured out, but this just looks completely broken. tried console commands

r.Lumen.ScreenProbeGather.ScreenTraces 0

r.Lumen.Reflections.ScreenTraces 0

as these fixed previous issue, but as soon as i touched build all levels i found that i had this new issue. not sure how to proceed? if basic functions break system, how can i even get to complex functionality?

this is ue5.1, on a ryzen 5 5700x and a rtx6650, 32gb ram, with raytracing off. this is built with a number of small and simple levels and it has seemed like each level i add makes the problem worse.
